Choosing resources for a Business Services qualification.
A plain guide for RTOs about to buy training and assessment resources for a qualification in the Business Services training package (BSB).
What the package covers
The Business Services training package holds the national qualifications, skill sets and units of competency for work in business. Its current qualifications run from the Certificate I in Workplace Skills to graduate diplomas, across business administration, leadership and management, human resource management, project and program management, marketing and communication, work health and safety, entrepreneurship, legal services and conveyancing, library and information services, governance and quality auditing.
Units from the package are also widely used in qualifications from other training packages, so a Business Services resource can turn up in courses well beyond business.
How a qualification is packaged
Each qualification is built from core units, which every learner completes, and elective units, chosen within limits. The packaging rules on training.gov.au set out how many units are needed, which are core, and where electives may come from, including units imported from other packages.
Two RTOs delivering the same qualification can therefore deliver different units. Before you buy, write down the units you will actually deliver and check that the resources you choose cover them. Read the packaging rules for the release you deliver, not a copy saved from an earlier year.
Currency and transition
Training.gov.au is the authority on whether a qualification is current. When a qualification is superseded, the register shows what replaced it and whether the two are equivalent. Your RTO then plans how learners and resources move across, within the timeframes that apply to you. ASQA explains what it expects of providers.
Resources should match the release you hold on scope. Always check the current release on training.gov.au before you enrol learners.
What each format contains
The CAQA Resources store lists these formats for most Business Services qualifications:
- Learning and assessment kit. Learner guide, PowerPoint presentation, session plan, classroom activities and self study guide, plus the assessment pack (student), trainer assessment pack (marking guide), mapping for each unit of competency and assessment record tools.
- Assessment kit. The four assessment parts on their own.
- Learner resources. The five delivery parts on their own.
- RPL kit. Staged recognition tools written for each qualification: an application form and information booklet, a self assessment kit, a competency conversation kit, demonstration and observation tasks, and a third party kit.
- Training and assessment strategy. A template you customise to your learner cohort and your organisation.
- LLND kit. Assessment tools aligned with the Australian Core Skills Framework, mapping to ACSF indicators, assessor guides and marking keys, and learner profile and learning plan templates.
- Vocational placement kit. Tools to help assess practical skills in a simulated environment or an actual workplace.
Documents are supplied in Microsoft Word, so you can edit them. Unlimited student licence: deliver to unlimited students within the purchased licence conditions. The store describes a one-off licence fee with no annual or ongoing fees; read the licence on each product before you buy.

What your RTO still does
A resource is a starting point, not a finished assessment system. Under the Standards for RTOs 2025, your RTO remains responsible for the training and assessment it delivers. Plan to:
- contextualise the materials for your learners, your industry contacts and your delivery mode
- review the tools before first use, and validate your assessment practice, which sits at Standard 1.5 of the Outcome Standards
- make sure trainers and assessors use the tools as intended, and keep a record of the changes you make
ASQA's page on the Standards explains what the regulator looks for.
Before you buy
- Confirm the qualification and its release on training.gov.au.
- List the core and elective units you will deliver.
- Choose the format that fills the gap: delivery, assessment, recognition, or all of these.
- Ask for a sample, and read it the way your validators will.
- Set aside time to contextualise and validate before the first learner starts.
